The Political Consultative Committee of Government of Peoples’ Republic of China and the Local Governments of Qinghai Province and Golok Area,
I, Shingsa Rinpoche, the 11th Reincarnation of the Achu Shingsa, the Great Mother of Je Tsongkhapa; the founder of the Gelugpa School of Tibetan Buddhism, am deeply distraught and grieved by the immeasurable sufferings inflicted on the monks of my Ragya Monastery by the Chinese Army.
Especially on 21st of this month, Tashi Sangpo of my Monastery after enduring untold torture and persecution by the army had to commit suicide. Furthermore, officials of the monastery were arrested and numerous meetings held to interrogate the inmates which are a violation of the basic rights of the monks.
Therefore the Government of China solely holds the main responsibility of bringing the crisis to a peaceful end. It must also seriously consider its policy of labeling Tibetans as separatists.
The leaders of China must realize the truth that since times immemorial, even the small Tibetan children utter the popular traditional saying of “In the sky, Sun and Moon and on the Earth, His Holiness and the Panchen Lama.” As such, this was the sacred truth the history had thrust upon every Tibetan and not vice versa.
On the contrary, the Communist Party of China, over the last 50 years has created the basis for the peaceful protest by the Tibetan people by banning them from uttering the name and worshipping their sole spiritual leader. This is a clear violation of their right to religion and the basic human rights. This is also in stark violation of the tenets of ideal Constitution of China and the Regional Autonomy laws.
The crisis, which threatens to spiral into a global issue, is clearly the contribution of the Provincial and the local Administration. We, the Tibetan people have always wished to live an independent and peaceful lifestyle in our land of Tibet.
Moreover, there are evidences and witnesses to the fact that the Army and the Police forces were the primary cause of disturbances and the crisis.
Therefore the Central Government of China, Provincial Government and the Local Administration bear the complete responsibility to clarify the issue and resolve it peacefully.
I hereby strongly demand the Chinese Government to furnish clarification to the events of 2008 and 2009 in Tibet. Especially the reasons for the self-immolation of Tapey, a monk in Amdo and the death of Tashi Sangpo of Ragya Monastery in Machu River.
I further call for the explanation for the present critical condition in the Ragya Monastery and the deployment of huge Military in the monastery by the Provincial and local administration.
The Government should also tender apology for the desecration of the sacred ancient Monastery by carrying guns inside it by the army.
If the issue is not clarified and resolved satisfactorily, the world would undoubtedly agree that, the PRC Government hold responsible for any ensuing consequences.
Consequently, the Chinese Government deliberately tramples the basic human rights and the right to religious belief of the Tibetan people and thus violates its own Constitution.
Furthermore, the Chinese Government, in accordance with the aspiration of the Tibetan people, must guarantee that such crisis do not repeat in future. I further, strongly urge the Chinese Government to make a clarification to the world and the Tibetan people regarding the ongoing crisis. If China seriously aspires to reckon itself amongst the powerful and responsible nations of the world, it must rein itself away from further crisis. It must also agree to discontinue the evil policies and repeated mistakes that it had committed for a very long time. As in the Tibetan saying,
“The tail of the lie and deceit are short, and the truth last eternity.”
So the era of colonialism, where a nation deceive the people of the world, turn ones citizen in fools and suppresses the people of the occupied countries, have elapsed. The best solution for China would be to acknowledge the truth.
